ROSAE. Road Safety in Adult Education.

Main objective
To publish a Road Safety Education proposal for adults and involve the different agents related to Road Safety.
Contents and rationale
Road safety is one of the most important public health problems in Europe and in the world. The World Health Organization estimates that every year, according to the statistics, 1.2 million people are known to die in road accidents worldwide. So, the European commission considers that road safety directly affects all of the territory of the European Union and all its inhabitants:
- In the 15-member European Union, 375 million road users, 200 million of them driving licence holders, use 200 million vehicles on 4 million km of roads. Data that increase in the Europe of the 25.
- Ever greater mobility comes at a high price: 1 300 000 accidents a year cause 40 000 deaths and 1 700 000 injuries on the roads. The direct and indirect cost of this carnage has been estimated at €160 billion, i.e. 2% of EU GNP.
There are also the challenges which arise as the result of the EUR-25. As a general rule, the road safety situation at present is not as good as in the EUR 15. Adjusted to the population level, the number of people killed and injured is not higher, but the respective ratios are deceptive since they do not take account of the number of vehicles on the road or the volume of traffic, both of which are much lower. The risk exposure factors are therefore much greater.
All the Member States are faced with the same road safety problems. The main causes of accidents have been clearly defined and can be avoided with a common effort on the following issues:
- discouraging excessive and improper speed and driving under the effects of alcohol and drugs.
- promoting the use of the seat belt, helmet and other safety devices.
- improving visibility of pedestrians and cyclists.
- improving the design and roads and vehicles.
- encouraging all road users to behave responsibly and improving the effectiveness of the emergency services.
Our Grundtvig 1 proposal is based in one of the priorities of GRUNDTVIG 1: EUROPEAN COOPERATION PROJECTS for 2005: health education. We think that adult learning can contribute in a very positive way to the education and to make the users aware of road safety matters and developed a Grundtvig 1 project with the following characteristics:
Objectives and impact of the project:
Objectives
- To contribute, together with other measures carried out by the European Commission, to a higher road safety in the EU.
- To educate and make adults aware of their road safety responsibilities, especially in regard to the effects of alcohol, medicines and other substances on driving, to comply with regulations (use seatbelts, helmets, speed limits) and be prudent (be visible on the road, respect others) and make appropriate use of digital devices.
- To promote responsible health habits, especially in regard to alcohol consumption and other substances that impair driving.
- To raise awareness of the physical and psychological consequences of traffic accidents, how to prevent them and how to deal with them.
- To help and train driving instructors and adult educators to develop education strategies adequate for different target groups.

- Improved attitudes related to risk factors present in most road accidents (alcohol, speeding, security devices, unfulfilment of regulatons...)
- Improved training of adult educators, road safety education teachers, driving instructors...
- New tools for improvement of adult education in road safety and education for health
- Better application of prevention measures
